Government’s legislative programme will focus on economic growth, justice and
constitutional reform.

recommendations of the independent commission on public service pensions.

draft Bill will be published setting out measures to close the Audit Commission
and establish new arrangements for the audit of local public bodies.

Government will strive to improve the lives of children and families.

Government will propose measures to improve provision for disabled children and
children with special educational needs. New arrangements will be proposed
to support children involved in family law cases, reform court processes for
children in care and strengthen the role of the Children’s Commissioner.
Measures
will be proposed to make parental leave more flexible so both parents may share
parenting responsibilities and balance work and family commitments.
A
draft Bill will be published to modernize adult care and support in England.

Government will continue to work with the fifteen other Commonwealth Realms to
take forward reform of the rules governing succession to the Crown.
Legislation
will be brought forward which will introduce individual registration of
electors and improve the administration of elections.
A
Bill will be brought forward to reform the composition of the House of Lords.
My
Government will continue to work constructively and cooperatively with the
devolved institutions.

My
Government is committed to reducing and preventing crime. A Bill will be
introduced to establish the National Crime Agency to tackle the most serious
and organized crime and strengthen border security. The courts and
tribunals service will be reformed to increase efficiency, transparency and
judicial diversity.
Legislation
will be introduced to protect freedom of speech and reform the law of
defamation.
My
Government will introduce legislation to strengthen oversight of the security
and intelligence agencies. This will also allow courts, through the limited use
of closed proceedings, to hear a greater range of evidence in national security
cases.
My
Government intends to bring forward measures to maintain the ability of the law
enforcement and intelligence agencies to access vital communications data under
strict safeguards to protect the public, subject to scrutiny of draft clauses.
My
Government will seek the approval of Parliament relating to the agreed
financial stability mechanism within the euro area.
My
Government will seek the approval of Parliament on the anticipated accession of
Croatia to the European Union.
My
Government will work to support a secure and stable Afghanistan, to reduce the
threat of nuclear proliferation, including in Iran, and to bring greater
stability to the Horn of Africa.
In
the Middle East and North Africa, my Government will support the extension of
political and economic freedom in countries in transition.
My
Government has set out firm plans to spend nougat point seven per cent of gross
national income as official development assistance from 2013. This will be the
first time the United Kingdom has met this agreed international
commitment.
My
Government will build strategic partnerships with the emerging powers.
The
United Kingdom will assume the Presidency of the G8 in 2013: my Government will
use this opportunity to promote international security and prosperity.
In
the year of the Diamond Jubilee, Prince Philip and I will continue to take part
in celebrations across the United Kingdom. The Prince of Wales and other
members of my family are travelling widely to take part in festivities
throughout the Commonwealth.
Prince
Philip and I look forward to the London Olympic and ParaOlympic Games and to
welcoming visitors from around the world to London and venues throughout the
country.

This
Queen’s Speech reflects our values and builds on our achievements over the past
two years.
In
2010, our two parties came together to act in the long-term national interest.
Our most urgent task was to tackle the nation’s record debts and foster growth.
We have already made some tough choices, and we will continue to make sure we
keep spending down so unlike others in Europe, families can benefit from low
interest rates and Britain is protected from the global debt storm.
But
there was another urgent task – the country was crying out for a change of
values, craving more opportunity and fairness in our economy and more
responsibility in our society. Over the past two years, there has been real
progress in making those changes.
We
have extended opportunity in our economy, by revolutionizing education,
supporting manufacturing, investing in our infrastructure and giving huge
support to businesses and entrepreneurs. So we are rebalancing our economy to
make it less reliant on financial services and to boost manufacturing.
We
have rewarded responsibility in our society, backing people who work hard and
do the right thing. We are ending the ‘something for nothing culture’ by
reforming welfare and making work pay. We’ve also capped immigration.
And
we have protected and extended freedoms by shifting powers back to people in
their communities. A core task of the Government over the next few years will
be ensuring these policies are implemented properly.
In
the next legislative session, we will build on these achievements and entrench
these values.
We
will continue to extend opportunity in our economy – with an Enterprise and
Regulatory Reform Bill that will make Britain one of the most business-friendly
countries in the world; and a Banking Reform Bill that will clear up the
regulatory mess and protect our economy and Britain’s families from the sort of
risky activity that led to the recession. We will reform the electricity market
to ensure it is clean, low-carbon and affordable for future generations.
We
believe that power should be passed from the politicians at Westminster, back
to the people of Britain, which is why we will keep the promise in our parties'
manifestos and reform the House of Lords - because those who make laws for the
people, should answer to the people.
We
will continue to reward responsibility in society. Our Families and Children
Bill will put families’ front and centre of our national life, with
unprecedented support for parents and the biggest reform for thirty years of support
for children with special needs or disabilities. A Crime and Courts Bill and
Justice and Security Bill will modernize our criminal justice system so
criminals are properly punished in the community and law-abiding people are
kept safe. And a Pensions Bill will ensure those who have worked hard their
whole life, get the dignity they deserve in retirement.
The
primary task of the Government remains ensuring that we deal with the deficit,
and stretches every sinew to return growth to the economy - providing jobs and
opportunities to hard-working people across Britain who want to get on.
