Toward a New Era: Embracing Hands-On Professionalism in Ethiopia’s Public Management

Toward a New Era: Embracing Hands-On Professionalism in Ethiopia’s Public Management

Ethiopia’s public administration has long been characterized by a blend of political patronage and bureaucratic inefficiencies. In the context of New Public Management (NPM), the concept of “hands-on professionals” is championed as a cornerstone for efficient, transparent, and effective government. However, the Ethiopian experience—exemplified by appointments such as Getachew Reda as Adviser on Horn of Africa Affairs—reveals a disjunction between theory and practice. Rather than advancing meritocracy and expertise, many key positions are awarded to loyal party members, thereby undermining the potential benefits of expert power in policy-making and administration.

The Promise of New Public Management

New Public Management emerged as a reform paradigm in the late twentieth century, seeking to infuse the public sector with the dynamism, efficiency, and accountability typically associated with the private sector. A central pillar of NPM is the recruitment and utilization of professionals who bring specialized expertise and hands-on experience to governmental decision-making. This approach advocates for:

  • Merit-Based Appointments: Selecting public officials based on demonstrated expertise and performance rather than political affiliation.
  • Expert Decision-Making: Relying on domain-specific knowledge to craft policies that are both effective and responsive to contemporary challenges.
  • Efficiency and Accountability: Introducing market-oriented reforms that streamline public processes and hold officials accountable for outcomes.

The Reality in Ethiopian Bureaucracy

Despite the theoretical advantages of NPM, the Ethiopian public sector has often diverged from these principles. Historical and ongoing practices within the Ethiopian bureaucracy reveal a preference for political loyalty over technical competence. The appointment of Getachew Reda as an adviser to the Prime Minister on Horn of Africa Affairs illustrates this paradox. While Reda’s tenure as a minister provided him with political clout and familiarity with the workings of the EPRDF government, it did not necessarily equip him with the specialized expertise required to address complex regional issues effectively.

This tendency to prioritize loyalty and political alignment over professional credentials has several implications:

  • Limited Expertise in Decision-Making: When key positions are filled by individuals without adequate subject matter knowledge, policies may lack the depth and rigor necessary for addressing multifaceted challenges.
  • Entrenchment of Political Patronage: The practice reinforces a cycle of patronage, where appointments are used as rewards for political loyalty, further marginalizing professionals who could bring innovative solutions to public administration.
  • Missed Opportunities for Reform: The potential benefits of NPM—including increased transparency, efficiency, and responsiveness—remain largely untapped when the public office is dominated by career politicians rather than subject matter experts.

The Case for Hands-On Professionalism

For Ethiopia to realize meaningful reforms in governance and administration, there is an urgent need to shift from a system that privileges political loyalty to one that values professional expertise. Several key steps can support this transition:

  1. Implementing Merit-Based Recruitment: Establishing transparent and competitive hiring processes for public offices can help ensure that positions are filled by those with the necessary technical skills and experience. This reform would help dismantle the entrenched patronage networks that currently dominate appointments.

  2. Enhancing Capacity Building: Investing in professional training and continuing education for public servants is crucial. By equipping civil servants with cutting-edge knowledge and technical skills, the government can foster a culture of expertise and innovation within its ranks.

  3. Institutionalizing Expert Advisory Roles: Creating structured advisory bodies composed of subject matter experts can provide policymakers with balanced and informed perspectives. Such institutions would serve as a check on purely political appointments, ensuring that expert opinions are given due consideration in policy decisions.

  4. Promoting Accountability and Transparency: Strengthening mechanisms for accountability can dissuade the practice of political favoritism. Clear performance indicators, regular audits, and public reporting of outcomes would hold officials accountable to the public and reduce the scope for nepotism.

The Path Forward for Ethiopia

The evolution of Ethiopia’s public administration hinges on a cultural transformation—one that prizes expertise and innovation over tradition and loyalty to party lines. The principles of hands-on professionalism offer a promising blueprint for this shift. By embracing expert power in every decision, Ethiopia can craft policies that are both forward-thinking and grounded in practical experience.

In practice, this transition would involve challenging longstanding norms and confronting the political dynamics that have sustained the current system. It requires a commitment to reform at all levels of government—from the top echelons of leadership down to the administrative operations on the ground. The rewards of such a transformation could be profound: a government that is more responsive, effective, and aligned with the modern imperatives of governance in a globalized world.

Conclusion

Ethiopia stands at a crossroads. The promise of New Public Management—anchored in the deployment of hands-on professionals and expert decision-making—remains a compelling vision for the future. However, achieving this vision necessitates a decisive break with the past practices of political patronage and a reorientation towards merit and expertise. In the long term, fostering a system where expert power drives policy and administration will not only enhance the efficacy of the government but also contribute to a more resilient, innovative, and prosperous society.

Constitutional interpretation in Ethiopia.

In the Ethiopian context, constitutional interpretation refers to explaining and applying the FDRE Constitution (1995)—the supreme law of the land—to legal and political issues. It is essential in Ethiopia due to its unique features, including the right to self-determination up to secession (Article 39), ethnic federalism, and the decisive role of regions (called “nations, nationalities, and peoples”).

Who Interprets the Constitution in Ethiopia?

Unlike many countries where the Supreme Court or Constitutional Court interprets the constitution, in Ethiopia:

The House of the Federation (HoF), the upper house of Parliament, is responsible for constitutional interpretation.

The Council of Constitutional Inquiry (CCI) investigates and advises the HoF on constitutional matters

The Process:

1. A case or dispute involves constitutional interpretation (e.g., rights, power conflicts, identity issues).

2. The issue is sent to the Council of Constitutional Inquiry (CCI).

3. The CCI studies it and makes recommendations.

4. The House of the Federation makes the final decision.

Why Is This Significant?

Ethiopia’s constitutional interpretation is political in nature because the HoF is a political body composed of representatives of ethnic groups—not judges.

This can lead to debates about impartiality, especially in ethnic or political tension.

Controversial Issues Often Involve:

Article 39: Right to secession

Federal vs regional power disputes

Language and cultural rights

Religious freedom

Questions around election delays, state of emergency, etc.

The postponement of Ethiopia’s 2020 national elections and how it raised a major constitutional interpretation issue.

Background:

The Ethiopian national elections were initially scheduled for August 2020. However, due to the COVID-19 pandemic, the National Electoral Board of Ethiopia (NEBE) postponed the elections for public health reasons.

This led to a significant constitutional crisis because:

  • The FDRE Constitution (Article 58/3) states that the House of Peoples' Representatives term is five years, and elections must be held before that term ends.
  • Parliament’s term ended in October 2020, but no election was held.
  • The Constitution did not provide a clear answer on what to do if an election couldn’t be held on time.

The Constitutional Question:

What happens when elections cannot be held before Parliament's five-year term ends?
Can the government legally stay in power beyond that term?

How It Was Handled:

  1. The government referred the issue to the Council of Constitutional Inquiry (CCI).
  2. The CCI deliberated and submitted its recommendation to the House of the Federation (HoF).
  3. The HoF ruled that the current government could remain in power until the next election was held after the pandemic situation improved.

Why It Was Controversial:

  • Some political parties and regions, notably the Tigray People's Liberation Front (TPLF), rejected the decision.
  • The TPLF argued that the federal government had no legal mandate after October 2020.
  • In defiance, Tigray held its own regional elections, calling the federal government illegitimate—which contributed to the political tension that led to the Tigray conflict.

What This Shows About Ethiopia’s System:

  • The Ethiopian constitutional interpretation process is deeply intertwined with politics.
  • Since the House of the Federation (not an independent court) has the final say, decisions can be influenced by the ruling party or political interests.
  • The lack of precise constitutional mechanisms for crisis situations (like pandemics or wars) creates legal grey areas.

Article 39 of the Ethiopian Constitution—one of the most unique and controversial parts of the 1995 FDRE Constitution.

What Is Article 39?

Article 39 grants Ethiopia's “Nations, Nationalities, and Peoples” the right to self-determination, including secession from the federal state.

Here are the key points:

1. Every Nation, Nationality, and People in Ethiopia has the unconditional right to self-determination, including the right to form an independent state.
2. They also have the right to:

Develop and promote their culture, language, and history

Administer their own affairs within their region

Establish autonomous governments

The Process for Secession (as stated in Article 39):

1. A regional council votes in favour of secession by a two-thirds majority.
2. A referendum must then be held within three years.

3. If the majority of voters choose secession, the group can form an independent country

Why Is Article 39 Controversial?

Ethiopia is one of the only countries in the world whose constitution gives a legal right to secede.

Critics say it weakens national unity and encourages ethnic fragmentation.

Supporters argue it protects oppressed groups and acknowledges Ethiopia’s diversity.

Real-World Example: Tigray & Article 39

In 2020–2021, the Tigray People's Liberation Front (TPLF) invoked Article 39 as part of its resistance against the federal government. Here's what happened:

1. The Tigray regional government held elections in defiance of the federal government.

2. As tensions escalated and conflict broke out, the TPLF increasingly referred to their right to self-determination under Article 39.

3. There were discussions and signals that Tigray might pursue secession, though no official referendum was held.

While the House of the Federation did not formally interpret Article 39 in this case, the events raised significant legal and political questions about how this right is exercised and who can stop it.

The Legal Dilemma:

Who decides if the process is being followed correctly?

What if the federal government refuses to allow a referendum?

Can secession be blocked for national security or political reasons?

These are the kinds of questions that constitutional interpretation in Ethiopia must address, often under intense political pressure.

Waaqqeffannaa and Irreechaa: Rediscovering the Unified Faith of the Oromo

Waaqqeffannaa and Irreechaa: Rediscovering the Unified Faith of the Oromo

The intricate tapestry of Oromo heritage is woven with threads of spiritual beliefs, cultural practices, and historical narratives. Central to this tapestry are Waaqqeffannaa—the traditional monotheistic faith of the Oromo—and Irreechaa, the thanksgiving ritual that has long been a vital expression of community, gratitude, and reverence. While some contemporary voices frame Irreechaa solely as a cultural festival, a closer look at historical roots and traditional practices reveals that these celebrations were once inseparable facets of one unified religious worldview.

Historical Roots in the Gadaa System

The Oromo lived under the Gadaa system for centuries—a socio-political and cultural framework that structured life, governance, and spiritual practice. Under this system, Waaqqeffannaa was not merely a set of beliefs but the essence of Oromo identity. Irreechaa was observed as a ritual thanksgiving, which was celebrated twice a year. It marked the seasonal transitions and embodied the community's gratitude for the blessings of nature, abundance, and social harmony. This dual celebration was deeply embedded in the Gadaa rhythm, symbolizing renewal, unity, and the cyclical order of life.

The Gadaa system’s holistic approach left little room for separating the sacred from the secular. Every aspect of life—from decision-making to celebration—was imbued with spiritual significance. Consequently, Irreechaa was a festival and an integral expression of Waaqqeffannaa. It underscored the relationship between the people and Waaqa (the Supreme Being), reinforcing the belief that every blessing was a gift from the divine.

The Significance of Irreechaa in Traditional Waaqqeffannaa

At its heart, iIrreechaa is a thanksgiving ritual. Traditionally, it was a moment when all Oromo, irrespective of their social or clan affiliations, came together to express gratitude for the gifts of nature and the blessings of life. This gathering was an act of collective remembrance, acknowledging the interdependence between humanity and the environment and the enduring presence of Waaqa in everyday life.

The ritual was rich in symbolism. Often conducted at sacred sites, it was replete with prayers, songs, and dances that celebrated life’s bounty. It was a time to cleanse the spirit, renew community bonds, and reinforce the moral and ethical codes that governed society. As such, Irreechaa was a personal and communal reaffirmation of faith—a dynamic interplay of devotion and cultural identity.

Transformation Through the Lenses of New Religions

The arrival and subsequent spread of Islam and Christianity among the Oromo introduced new religious interpretations and identities. With these changes, some segments of society began distinguishing between what they considered "traditional" practices and the newly embraced faiths. In this context, Irreechaa started to be seen by some as a mere cultural event—distinct and separate from the religious sphere of Waaqqeffannaa.

This reclassification was a semantic shift and reflected more profound social and political transformations. As external religious influences gained ground, a tendency emerged to reframe traditional beliefs and practices as outdated or uncivilized. Some Oromo began to distance themselves from their ancestral faith to assist in broader religious communities or assert a modern identity. They reinterpreted Irreechaa as a cultural festival, stripping it of its original religious connotations and relegating Waaqqeffannaa to a less esteemed, even stigmatized, status.

However, this perspective does not capture the whole historical truth. The practice of Irreechaa as a thanksgiving ritual is inextricably linked to the spiritual doctrines of Waaqqeffannaa. It was, and in many ways remains, a celebration of the divine order as understood through the lens of traditional Oromo cosmology. Dismissing it as merely a cultural event does a disservice to centuries of heritage, reducing a complex system of beliefs and practices to a simplistic cultural marker.

The Impact of Historical Misconceptions

The bifurcation of Irreechaa into “culture” and “religion” has profound implications. By portraying the traditional faith as anachronistic, proponents of the cultural-only narrative inadvertently contribute to a narrative of inferiority and cultural loss. This misinterpretation stems from a combination of historical bias, religious polemics, and the broader dynamics of cultural assimilation.

The demonization of Waaqqeffannaa and the resultant distancing from Irreechaa have often been driven by a desire to align with the global narratives of modernity and progress—narratives that sometimes overlook or misinterpret Indigenous knowledge systems. In doing so, there is a risk of erasing the rich spiritual heritage that once unified the Oromo under the Gadaa system. It is essential, therefore, to recognize that the religious and cultural dimensions of Oromo life are not mutually exclusive but deeply intertwined.

Reclaiming a Unified Identity

Today, many scholars, cultural activists, and community leaders advocate reexamining Oromo heritage and honouring Waaqqeffannaa and Irreechaa's historical unity. This renewed interest seeks to reclaim the spiritual wisdom embedded in traditional practices, recognizing that what was once a singular, integrated system of belief still holds relevance for contemporary society.

Revisiting the roots of Irreechaa as a sacred ritual of thanksgiving allows the Oromo to reassert their identity on their own terms. It challenges the reductionist views that have, over time, misrepresented their past. By embracing their heritage's religious and cultural dimensions, the Oromo community can foster a more inclusive understanding of identity—one that celebrates the legacy of the Gadaa system, the sacredness of nature, and the enduring connection between the people and their divine source.

Conclusion

The historical narrative of Waaqqeffannaa and Irreechaa is a testament to the complexity and resilience of Oromo heritage. Far from being separate entities, the two are intertwined, reflecting a time when spiritual practice and cultural celebration were parts of a unified worldview. The subsequent influence of Islam and Christianity led to a redefinition—often a dilution—of these traditions, separating a once-integrated expression of faith.

Reclaiming the original essence of Irreechaa as an act of thanksgiving within the Waaqqeffannaa framework is a journey into the past and a critical step toward cultural revitalization. It invites a reassessment of modern interpretations, urging a balanced understanding that honours Oromo life's spiritual and cultural dimensions. The community can challenge outdated narratives, combat ignorance, and foster a renewed appreciation for one of Africa’s most enduring indigenous traditions.
