Biography: Habtamu Nini Abino, LLB, MBA
Habtamu Nini Abino is a distinguished public servant, federal governance expert, and institutional reform leader with over two decades of experience in Ethiopian civil service and international parliamentary cooperation. Born on August 5, 1970, in Arsi Negele, West Arsi Zone of Oromia Region, Ethiopia, he was raised in a Seventh-day Adventist family emphasising education and civic responsibility.
Habtamu began his career in education administration, serving in various capacities within district-level education offices in Oromia. His academic background includes a Diploma in Geography from Kotebe College of Teacher Education, an LLB in Law from the Ethiopian Civil Service College, and an MBA in Business Administration from the Open University Business School in England. He further specialised in Public Management and Good Governance through a post-graduate program at Erasmus University Rotterdam, the Netherlands.
From 2003 to 2006, Habtamu served as Head of the Capacity Building Bureau in Dire Dawa City Administration, initially appointed by the Ministry of Federal Affairs and later by Ethiopia's Prime Minister. In this role, he led major institutional reforms and public service modernisation programs, including World Bank–sponsored capacity building and justice sector reforms.
In late 2006, he transitioned to federal leadership, briefly serving as Assistant to the Chief Whip in the House of Peoples’ Representatives. In January 2007, he was appointed Secretary General of the House of Federation, the upper chamber of Ethiopia’s federal parliament. In this position, Habtamu has overseen key areas such as constitutional interpretation, federal-regional relations, minority rights, and conflict resolution among federated states.
His leadership extends to the private and public enterprise sectors. Since 2005, he has served as Chairperson of the Boards of Directors for Harar Brewery Share Company and the Dire Dawa Cement Factory, playing a vital role in these major institutions' governance and strategic direction.
Habtamu is also an active figure in international parliamentary diplomacy. As Secretary of Ethiopia’s Inter-Parliamentary Group, he has represented the country in numerous high-level international forums, including multiple Inter-Parliamentary Union (IPU) Assemblies in Switzerland, Indonesia, South Africa, and India. He has also made study visits to parliaments in Canada, South Africa, Australia, Korea, Rwanda, and Burundi. He organised Ethiopia’s hosting of the 120th IPU Assembly in Addis Ababa in 2009 and the national Nations and Nationalities Day celebrations.
Habtamu Nini Abino is a married Canadian citizen and a father of five. He is known for his calm, principled leadership, commitment to federalism and democratic values, and dedication to strengthening Ethiopian institutions through inclusive and transparent governance.
